CHECK YOUR PCB CONNECTORS. The connectors on my PCB are installed the wrong way around, so the Red and Black wires are not oriented as shown in the diagram. My fans did not run. I was able to unlock the crimp-pins on the wires and swap the wires and now the Red/Black orientation is as shows in the image and my fans run.
